Youth Shadow Local Councils purposes:

Many Palestinian youth no longer believe that their opinions matter or that their voices can be heard. Years of political factions’ exploitation of young people’s efforts and failure to deliver any significant political change has led many of today’s youth to withdraw from political participation. The dangers of youth disengagement are present and real, but they are not yet permanent.
This project is a direct response to these concerns and has established, activated and supported ten Youth Shadow Local Councils (YSLCs) from the following local governmental units in the West Bank: Halhul, Izhna, Beit Sahour, Jericho, Taybeh, Anabta, Qalqilya, Beit Fajar, Salfeet, Al Ram. Through this initiative Palestinian youth will gain understanding of local governance functions and good democratic governance practices.
Youth Shadow Local Councils
This program targets ten communities in the West Bank (see below), which are run by municipal and local councils that consist of 9-15 members. Among the council members of the participating municipalities, there are at least 10 women.

The YSLC Program primarily targets Palestinian youth between the ages of 15 and 20 years old, both male and female. This wide target group encompasses various age subgroups, educational levels, and employment statuses. It includes school-aged children, university students, fresh graduates, as well as youth that have already entered the labor force. The exact focus of the target youth for the project will depend on the specific youth demographics and circumstances in the different localities and thus is likely to vary somewhat from one municipality to another. However, the primary beneficiaries of the project can be estimated between 90-150 Youth Shadow Local Council members, 90-150 Local/Municipal Council members, and around 2000 Youth General Assembly members. Additionally, it is expected that the project will indirectly benefit all youth in the participating locales, local community members of all ages, and the broader youth sector in Palestine as a whole.
